Q: Will this scanner work on a 99 Ford F-250 Super Duty Powerstroke with just the TORQUE APP or is anything else needed?

In theory it should work with any OBD II vehicle. The truth is that I
have not tried on a 99 f-250, but with the scanner and torque
application is sufficient, you do not need any extra item. I recommend
you try the payment application as it has more options and better
interface.
